The "Adopt 5" Quota & Even Spread Target
To rapidly close the final gap, County-Wide candidates facing Republican challengers are assigned to "Adopt 5" vacant precincts in their strongest areas. If they secure these chairs, the recruitment burden drastically drops for the remaining localized elected officials.

With 15 precincts hypothetically secured by the County-Wide ticket above, the remaining ~20 local elected officials (Commissioners, State Reps, JPs) only need to recruit:
